Port of Spain, Trinidad and Tobago – October 29, 2025 – The Caribbean Telecommunications Union (CTU) and Cenerva Ltd. have formalized a strategic partnership aimed at significantly advancing digital transformation, strengthening regulatory capacity, and fostering innovation across the Caribbean’s information and communication technologies (ICT) sector. The two organizations signed a Memorandum of Understanding (MoU) to establish a collaborative framework that will address key priorities for the region’s evolving digital landscape.
A New Era for Caribbean Digital Governance
The agreement marks a significant step in enhancing the region’s digital governance and regulatory framework. The CTU, the Caribbean’s primary inter-governmental ICT policy organization, and Cenerva, a UK-based global consultancy specializing in telecommunications, media, and technology, will pool their expertise to design and deliver specialized training programs, provide technical assistance, and conduct research projects. This initiative is set to equip regulators and policymakers across the Caribbean with the tools and knowledge needed for harmonized and forward-looking digital transformation policies.
Key Pillars of the Collaboration
This partnership will focus on several critical areas essential for the region’s digital development agenda. Foremost among these is the enhancement of regulatory frameworks, ensuring they are robust, adaptable, and conducive to innovation. Spectrum management, including its monitoring, valuation, and efficient allocation, will also receive significant attention, aiming to ensure equitable access to vital telecommunications resources throughout the Caribbean.
Furthermore, the collaboration will concentrate on bolstering ICT-enabled disaster resilience. In a region frequently vulnerable to natural disasters, strengthening the telecommunications infrastructure’s ability to withstand and recover from such events is paramount. Cenerva brings substantial experience in this domain, having previously contributed to developing emergency preparedness policies for Caribbean territories.
Empowering Caribbean Regulators Through Training
A core component of the partnership involves expanding training opportunities for regulators and policymakers. Cenerva, renowned for its International Telecommunications Regulatory Master Class (TRMC) and extensive regulatory advisory experience, will jointly design and deliver certified training programs. These will be tailored specifically to the needs of Caribbean ICT regulators, addressing the unique challenges faced by the region, from spectrum management and market liberalization to digital inclusion and overall resilience.
Mr. Rodney Taylor, Secretary-General of the CTU, emphasized the strategic importance of such collaborations. “The CTU continues to build strategic partnerships that directly strengthen the region’s digital capacity,” he stated. “This collaboration with Cenerva will not only expand training opportunities for regulators and policymakers, but also support harmonised and forward-looking policy approaches to digital transformation across our Member States.”
